Could I mat my picture on a poster board?

Answer:
It depends on the picture. Matte board is definitively preferable. The main issue with poster board is shelf life, it tends to discolor fairly quickly. Poster board is usually just good for projects and displays that are one time things because of this. Also, if it's photography the poster board has chemicals that will seep into the photo and damage it.
It's absolutely okay to just mat a photo and not frame it, you can make a mat by using two pieces of board, adhering your image to one and then cutting a hole in the second that would display through to the image. Then use some linen tape to tape the boards together at the top.
